Surprise! Walt Rogers drops out of 1st District congressional race

Walt Rogers, a Cedar Falls Republican thought to be the leading GOP candidate for Iowa’s 1st Congressional District, is dropping out of the race and will run instead for reelection to the Iowa House.

Rogers made the announcement in an email sent to reporters and supporters on Thursday afternoon.

He cited the time commitment involved in raising money to fund a viable congressional bid as the reason for his exit.

Does this mean he thought he could not win the general election?
I don't know a whole lot about this district.
