Giuliani and the 13th admendment

Giuliani recieved a knghthood from the queen of England. The 13th admendment of the U.S. constitution says that if a American citizen accepts a knighthood without getting premision from congress that person is no longed a American citize and canot hold any public office in America. Why is this person seeking to be president when is not even a citizen? Where is that outrage? God Bless
 
Here is the text of the 13th Amendment:

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime where of the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section 2. Congress shall have the power to enforce this article by appropriate legislation.

It's not the 13th amendment. It's article I section 9 of the original constitution.
