Ron Paul assumes the public is not ignorant of the issues when he speaks, and he needs to realize people are largely unaware of the issues and they are not very educated on WHY the department of education is a department worthy of irradicating.
To the average apathetic voter, "I want to get rid of the Department of Education" sounds to many dolts like "I do not support children's education."
Smart voters (5-10%) realize why, but most people do not.
Tell them WHY we do not need the department of education.
