Sure, if you count using a tax funding government school program as homeschooling. This guy doesn't even know what homeschooling is! Just do a Google search for "Santorum homeschool k-12" and read the top search result article and the comments.

It doesn't appear that he does. Have not done much research into it, but I highly doubt he would ever support something like that. The voucher program is a huge Trojan Horse and should be adamantly rejected by all those favoring the freedom to disciple their own children.
