One thing is for sure. We need to all be more aware of the Abuses the Govt imposes onto our children, for as they grow into adults, they are conditioned to expect the same Abuses as adults, and the next generation of Leaders of our communities and countries.
 
It isn't really used effectively as an attendance tool. Of course, this is the reasoning given when selling it to the public because fear sells. It is very broad technology. Actually comes into play with common core data infrastructure as well but that's a different aspect although a very important one in scope. That other paper that you shared regarding the biometric palm scanning to buy lunch is where it really gets into the kids heads that this is the way it is and will be. To be fair though, I think that it will be this way moving forward just because of technological advancement but the path certainly shouldn't be premised upon the ideology of the state.

It comes down to it is not a free and open society with people allowed to track your every whereabouts.
