Cutting taxes on businesses and individuals will do that.

They are not out of the recession. They just had 1 quarter of GDP growth. Even the ones that believe that the GDP is a good indicator say that you need 2 quarters of growth to be out of a recession. And that is if you believe the GDP is a reliable indicator.

Its a good sign, but it could be nothing.
