Andy Harris voted YES on H.R. 6448 Federal Police Grants - This bill undermines the local control and independence of police. The strings that come attached to such grants move the United States closer to nationalizing police — making police subordinate to federal stipulations, guidelines, and control — rather than preserving local police that are independent of the federal government. Furthermore, Article I, Section 8 of the Constitution makes no provision for federal grants, training, or guidelines for local law enforcement.
Andy Harris voted YES on H.R. 3249 - Law Enforcement Partnership Grants - The federal government is not authorized by the Constitution to partner with, train, or subsidize state or local law-enforcement agencies. Our continued existence as a free people under the Constitution depends on the continued independence of our local police from federal and state control.
Andy Harris voted YES on H. Res. 1130 Expanding NATO - NATO is based on the principle of collective security, as opposed to each country acting in its own best interests. Under the North Atlantic Treaty that established NATO in 1949, “The Parties agree that an armed attack against one or more of them … shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them … will assist the Party or Parties so attacked.” The expansion of this entangling military alliance, which was comprised of just 12 members at the time of its founding, increases the likelihood of the United States being drawn into a military conflict.
Andy Harris voted YES on H.R. 7900 U.S. Military in Syria - According to the U.S. Constitution, only Congress has the authority to declare war. It is long past time to bring the troops home from Syria, especially considering that Congress never issued a declaration of war in relation to the country.
Andy Harris voted YES on H.R. 7691 Ukraine Aid - Foreign aid (military or otherwise) is unconstitutional. The aid would further interject the United States in the Russia-Ukraine war, and would increase the likelihood of the war broadening to fully include as combatants the United States as well as the rest of NATO. Instead of acting as a global cop, America would be best served by returning to our traditional and constitutionally sound foreign policy of staying clear of foreign quarrels.
Andy Harris voted YES on H.R. 2471 Omnibus Appropriations - This bill funds many unconstitutional agencies and programs, and it funds our further entanglement in the Ukraine-Russia conflict without a congressional declaration of war. This reckless spending is already yielding record-high inflation.
Andy Harris voted YES on H.R. 567 North and West Africa Interventionism - The U.S. Constitution does not authorize Congress or the Executive Branch to enter into permanent military alliances (which could result in dragging the United States into a war), provide or facilitate social services in foreign countries, or protect the borders of countries overseas, especially when our national borders remain unprotected.
Andy Harris voted NO on H.R. 256 Iraq AUMF Repeal - Under the Constitution, the Congress, not the president, possesses the power to declare war, and by adopting the 2002 Iraq AUMF, Congress unconstitutionally abdicated this power. Also, the U.S. military should not be used by the president to enforce UN resolutions or to engage in nation building, and Iraq does not threaten the United States.
Andy Harris voted YES on H.R. 133 - Appropriations/Coronavirus (Part 1 and 2) - We oppose. Congress is failing to address its fiscally and constitutionally irresponsible budgeting and appropriating process that yielded an annual federal deficit of $3.1 trillion in fiscal 2020. Congress is minimizing its accountability to voters by combining all “discretionary” federal spending and coronavirus aid into one gigantic bill and only holding two votes on that bill in the House. Moreover, most of the coronavirus aid provisions, including direct checks, federal unemployment benefits, and subsidization of the economy, exceed the federal government’s authority.
Andy Harris voted NO on S.J.R. 68 - War Powers - We support. According to the U.S. Constitution, only Congress may declare war. It is unfortunate that Congress has to pass a resolution enforcing this, but doing so puts a check on the war powers assumed by recent presidents.
Andy Harris voted YES on H.R. 5430 - USMCA - We oppose. Congress is not authorized by the Constitution to surrender our national sovereignty to any transnational regional government, including the nascent North American Union.
Andy Harris voted YES on H.R. 1158 - Appropriations - We oppose. Many programs within this defense-related minibus are unconstitutional. This bill also is fiscally irresponsible, considering the $26 trillion national debt and projected $3.8 trillion budget deficit.
Andy Harris voted NO on H R 2500 - On Agreeing to the Amendment 33 to H R 2500 - We support Representative Amash’s amendment. Indefinite detention without trial is a serious violation of the right to habeas corpus, the issuance of a warrant based on probable cause (Fourth Amendment), and the right to a “speedy and public” trial (Sixth Amendment).
Andy Harris voted NO on S J RES 7 - Yemen - We support. Congress is vested with the power to declare war, and it has not authorized any intervention or war in Yemen. Nor should Congress do so since the civil war in Yemen does not threaten the U.S.
Andy Harris voted YES on H.R. 4909 - School Violence - School safety is not a proper function of the federal government. School safety should be addressed at the local level. The nationalizing of local police and school security, as well as any other gun-control measures contained in the bill, are all strictly unconstitutional.
Andy Harris voted YES on H.R. 3180 - Intelligence Authorization - The very idea of Congress authorizing classified amounts of spending is unconstitutional, as well as frightening. Furthermore, some of the agencies that this “classified” spending is funding are themselves engaged in unconstitutional activities, such as spying on and gathering data from U.S. citizens without a warrant. While assessing (dubious) Russian influence in U.S. politics is an acceptable use of federal funds, much of this bill’s spending is unconstitutional and should be rejected.
Andy Harris voted YES on H.Res.397 - NATO - The United States should stay clear of entangling alliances such as NATO, which undermine the provision in the U.S. Constitution that assigns to Congress the power to declare war.
