Essentially, Obama is going around congress (because they wouldn't authorize strikes against Assad before). Just claim to strike ISIS (ISIL) and there you have it.

Ben asks the question, why are the oil infrastructures being targeted in Syria and not Iraq (where most of the profits are being made for ISIS)?
