Federal attorneys don't have the right to practice law in courts or something?

They're saying that 36 USC 705 states that the Federal Bar Association is a corporation (which it states there that it is) but under "Purposes" it states that they represent the United States Government but in no way states that they are to represent the people, nor does it state that ordinary people cannot represent themselves in a federal court.
