    There is a bit of a difference between expected delegates (from Caucuses that have not had their state convention yet, but have had state delegates chosen) and actual delegates already received.     Well, congress is supposed to be where the purse-strings are and Paul is an economist, so it makes more sense for him to be in congress than senate from that perspective. But yeah, would be even nicer if he were in the Senate or governor of Texas.
