This is a policy, not a law, which is equivalent to saying all municipal property taxes must be paid in $5 bills taped to $50 bills, no exceptions. The combination of a $5 bill Scotch-taped to a $50 bill does not derive legal tender status from the Scotch tape or from being in multiples of $55...

I heard of a similar situation a few months ago in which the office "insisted" that the payer remain at the office while his box of coins was counted and verified, which would be somewhat of a compromise scenario--they take it, but you've got to wait until they're done with it. fyi

Their policy is clearly afoul of U.S. Code.
