I wonder if this is the same in other states. I have heard that in Nevada that the state convention could suspend the rules and send the delegation to the RNC unbound instead of proportionally bound to the straw vote.

We can win back all the delegates in Idaho. 2/3rds majority RP delegates at the State Convention. Check out 8:23:
