The shops I frequent are for the most part good people. Sure there are some bad ones out there but that goes for any small business.

Yes, it is definitely manipulation. Funny thing is the big disconnect from spot price versus what the selling price is on ebay. People are still paying $18-$20 for a lot of 1oz silver, gold is also selling a decent amount above spot as well.
