Well, according to ronpaul2008.com, the territories have 9 national delegates each, except Puerto Rico, which has something like 23.
And also, if you're saying a commonwealth can't vote... well, Kentucky is a commonwealth, if I'm not mistaken.
We could write letters, make phone calls to anyone we might know over there. We can encourage Dr. Paul to launch a "US Territories" tour. Hell, we could even fly an operative or two to these places to go door to door.
