There are 3 delegates awarded per congressional district (11 districts). The rest (at-large) are winner-take-all if over 50%. But the majority of delegates are awarded per district.

It's not exactly winner take all. There are 3 delegates awarded per Congressional district results and there are 11 CD's. The at-large delegates will be awarded per the statewide results.

Has anyone here been to a VA county and/or CD convention before, who would like to explain a little bit about what goes on there?
