Hard to tell. Vagrancy is against the law though, in most cities.

Some poor and homeless do things to get put in jail . To make it threw winter or get away from hard times or to just to sober up. Three hots and a cot!
Wow you must be an expert on holmeless people. Have you done some interviews with the holmeless or was you homeless at one point in your life?
This was Vegas I am sure she was not wanting to go to jail because it was cold.

- just to sober up

Of course there will be no article. This type of thing happens daily in many places. Why would it be in the news? The lady is homeless, hanging out on the side walk. It's not legal in many places.
