Crunch climate change talks may be doomed to failure in Copenhagen next month, with a legally binding deal on emissions now decreasingly likely, admitted leaders from across the Asia Pacific region.

In another setback the group of presidents and prime ministers representing nearly two-thirds of world economic output and meeting in Singapore this weekend significantly watered-down their public commitment on greenhouse gasses. That, said officials, reflected a view that the quest for a "perfect agreement" should be abandoned.

A meeting of 19 leaders of the Asia Pacific Economic Cooperation (Apec) forum, which included President Barack Obama, Chinese president Hu Jintao, and the Danish prime minister Lars Lokke Rasmussen, agreed today that the forthcoming United Nations summit in Copenhagen should aim to make progress on cutting emissions. But attendees also said that the political divisions were visibly profound.

New Zealand’s Prime Minister, John Key, said after the meeting that it had become apparent that it was “highly unlikely” the Copenhagen talks would reach a legally binding agreement on emissions next month.

Others expressed similar disappointment.

"I don't think the negotiations have proceeded in such a way that many of the leaders thought it was likely that we were going to achieve a final agreement in Copenhagen,” said Michael Froman, a senior climate change negotiator for the United States.

Japanese officials said that the meeting had seen broad agreement that the Copenhagen talks would fail if negotiations insisted too heavily on a "perfect agreement."

Those doubts were echoed in the weakness in the official stance

No climate-change deal likely by year's end, officials say

Singapore (CNN) -- President Obama and leaders from the rest of the world's top economic powers acknowledged Sunday that there's no hope of a major breakthrough over climate change by year's end.

The acknowledgment followed Danish Prime Minister Lars Lokke Rasmussen telling the leaders gathered for the APEC summit in Singapore that next month's conference in Copenhagen, Denmark, is no longer likely to yield a major accord to battle global warming.

Mike Froman, a White House deputy national security adviser, told reporters that none of the leaders at the Asia-Pacific Economic

My guess is that there is an 'event' coming to solidify the movement and push the fence sitters. Speculation on my part; it will be a media blitz focusing on the 'environmentally caused famines' of the 3rd world, they will liken it to the complicity of a genocide of the rich nations imposed on the poor.. or something to that effect.. If you are going to have a war on carbon emissions(or any non nonsensical mass action) you will need to create the massive emotional rigging to support it.

High unemployment will fill the green ranks just as it has done with the military complex.

Thank GOD for moles...that Lord Monkton or whatever warned everyone...and they had to back off. tones

I think that was it. And like we're all saying, like the NAFTA superhighway, like Real ID, they've just backed it off into the shadows where they'll try to set up the same framework piecemeal.

The failure possibility only emboldens the demagogues to rush in and save the day (Obama). Every one loves a come from behind victory. It all makes for a wonderful headline as well.. So and so came in at the last minute and lead the way to success.

I too believe it to be just a distraction to throw off the opposition.

I celebrate any and all delays. I believe that they will continue and eventually succeed. But I hope to delay it as long as possible.
As we expose them and their plans it sets them back.

I am concerned that they may be trying to calm dissent with claims of postponing it. It seems a lot is done in back room deals.
We will wake up one day to a done deal. :(
