TPTB want the voters to hate the other side so badly that both sides will vote even harder. They need that buy-in and the consent.

As far as completely abolishing the IRS, totally scrapping FedDeptEd, fully defunding OWS/Project NextGen and other things that really matter, TPTB will make certain that doesn't happen by GIFTING the voters preselected candidates and the illusion of choice.
