some states electors not bound by law

Um, the link didn't work for me, and what on earth does a state's number of electoral votes have to do with the Republican primary?

If you're talking about the general election than states don't have any authority to bind their presidential electors to the electoral college to vote for anyone.
 
youre right it doesnt have anything to do with the primary. post withdrawn
 
in our delegate election process, the Presidential electors are also voted for out of the potential delegates here in Minnesota. So, yes this would apply.
