It sound like from the party bylaws quoted below, it's going to be difficult to get new resolutions introduced at the floor of the state convention. If you have a resolution in mind, get it in to district convention to build momentum for it. I suspect the Resolutions Committee will take submissions more seriously, if they have been voted on.

c. The ... [state] Resolutions Committee ... shall give written notice of all business it will place before the convention at least 30 days prior to the convening of the Convention by placing its reports on the NCGOP website. ... Any business on which notice has not been given shall not be taken up by the Convention or be placed on the agenda except by a two-thirds vote of the Convention to address said business.
