Proposal: New Govt Agency - WFAA

You heard that right - I'm proposing another Federal Government agency. Let's call it the Waste, Fraud and Abuse Agency WFAA that sits within the Executive branch.

This new agency will have zero budget, but it will be able to keep 25% of every dollar it finds.

According to the Office of the Inspector General:
Fraud is defined as the wrongful or criminal deception intended to result in financial or personal gain. Fraud includes false representation of fact, making false statements, or by concealment of information.

Waste is defined as the thoughtless or careless expenditure, mismanagement, or abuse of resources to the detriment (or potential detriment) of the U.S. government. Waste also includes incurring unnecessary costs resulting from inefficient or ineffective practices, systems, or controls.

Abuse is defined as excessive or improper use of a thing, or to use something in a manner contrary to the natural or legal rules for its use. Abuse can occur in financial or non-financial settings.

As we all know, every human endeavor has the incentive to increase its power and realm of influence, including government. Because of this, and their monopoly power, governments grow without restraint. Let's flip that incentive by having an agency whose sole purpose is to rein in WFA in the other departments.

To be fair, (even though I don't like this part), any spending specifically designated and approved by legislation would be exempt. But all other bureaucratic spending is fair game. The new agency gets free and unfettered access to the financial books of every other agency. They report back to the House and Senate oversight committees to approve the cuts and redeem their 25% budgets for the next quarter.

Let's not be naive to think it won't be politicized. The Executive will most likely use this agency as a tool to weed out the WFA in agencies they don't like, thereby shrinking their budgets. All good to me!! When the tables are turned, the same thing will happen in reverse. But at least we'll have an agency with an incentive to shrink the regulatory and nanny state.
