Ok, now WTF is Barroso actually saying?

When he points out the treaty should be ratified by the other countries? Is he saying that he's hearing the Irish, knows that the EU has to change a bit, but that the treaty will be ratified if you like it or not? Or is he asking the countries that still need to ratifie it to still put effort and money in it while it's certain that their effort will be worthless? Which of the two is it?
 
What he is saying is that the rest of EU will move on without Ireland. Ireland really cant stop countries that want to integrate their govts further from doing so. There is already something of a two speed EU, where the inner circle integrate first (like with the Euro) and then the laggards can join later if they want. So Ireland will not be part of the EU foreign policy group, wich means it will not get a voice in shaping the EU foreign policy.
