Please excuse this question, as I'm sure I'm just ignorant, but what if Ron were to win ALL the primaries and then the delegates at the RNC picked someone else?

Wouldn't happen.

Most states bind their delegates by law to vote for the state's primary winner until either the candidate releases their votes or a certain number of ballots go by without there being a nominee.
 
If RP wins my congressional district I should be a delegate. Am I going to vote for Huckabee? I don't think so.
 
So the popular vote DOES matter. I thought the delegates could vote for whomever they wanted.

There are different kinds of delegates (some do vote for whomever they want), and very different sets of rules for each state. Please check the state-specific subforum for where you live.
