Multi State Electorial College Agreement

North Carolina Democrats all but passed this, but was told not to by Howard Dean, at least according to several Gaston County Republican legislators.

Maryland has supposedly passed it.

I have heard the reason it was scrapped was that if this passed, California was going to change their electoral votes to a Congressional District system like Maine and Nebraska. This would ensure 22 California electoral votes to the GOP. Arnold said he'd sign it.

As crazy as it might sound, California may have temporarily saved the republic.

"If this passed..." Can you bring me up to speed on the CA debate/vote on this? It seems to be that CA is pushing a referendom for this change even without the multi state bill. Is it true that the CA law states clearly "if 'this' passes" or does it say...if this passes CA is changing to the Maine way regardless of what other states do.
