Step 1 – Delegate Candidate Primary Filing

Purpose: To qualify CD and AL delegate candidates to be included on the primary ballot.

Timing: 1/12/04 – 1/31/04: Filing Deadline

Process: Delegate candidates must file a declaration of candidacy along with a fee ($10 for CD and $20 for AL) with the Secretary of State and be at least 18 years old at the time of the convention. Delegate candidates may run in CD or at- large but not both. Candidates may indicate their presidential preference on the ballot or may be listed as uncommitted. State Executive Committee Resolution; W.V. Secretary of State.

Step 2 – Primary Election

Purpose: To elect the national CD and AL delegates

Timing: 5/11/04

Qualifications: Open to Republicans and Independents registered to vote 30 days before the primary.

Process: Voters will cast votes for delegate candidates and a non-binding preference vote for a presidential candidate. The candidates receiving the highest number of votes (statewide for AL candidates and within each congressional district for CD candidates) are elected as delegates to the national convention. W. Va. Code § 3-5-2(e). Each delegate elected is entitled to appoint his alternate. State Exec. Comm. Resolution.

Step 3 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Step 4 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.

Timing: Promptly following selection of delegates.

Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Elector Selection

Purpose: To select presidential electors.

Timing: 6/04 – 8/04

Process: The delegated representatives to the party’s state convention nominate the party’s candidates for presidential electors. W. Va. Code § 3-5-21.
