Step 1 – Delegate Candidate Filing

Purpose: To qualify for placement on the primary ballot for CD delegate.

Timing: 1/27/04 – 2/17/04: Delegate petition circulation and filing period.

Process: Only duly registered and enrolled members of the party may be elected as a national convention delegate. Pa. St. Ann. 25 § 2867. CD delegate candidates must submit to the Secretary of State petitions of at least 250 registered Republicans from their district, along with an affidavit of candidacy and a $25 certified check or money order filing fee payable to the Commonwealth of Pennsylvania. 25 § 2872.1, 2873. All nominations must be filed before 5 p.m. on 2/17. 25 § 2873. Delegates and alternates elected within the congressional districts shall not be officially committed to any particular candidate. Pa. State Party Rule 8.4.

Step 2 – Primary Election

Purpose: To directly elect national CD delegates. A presidential beauty contest is also held.

Timing: 4/27/04

Qualifications: Closed primary; only registered Republicans.

Process: Each congressional district elects 3 three delegates and alternates to the national convention in the primary election. Rule 8.1. One additional delegate is
allocated to the top five performing congressional districts. Rule 8.2. For 2004 national convention, the following districts have been allocated an additional delegate: 4th (Rep.
Hart), 9th (Rep. Shuster), 10th (Rep. Sherwood), 18th (Rep. Murphy), and 19th (Rep. Platts). Pa. Delegate Selection Memo

Step 3 – State Committee Meeting

Purpose: To select the national AL delegates.

Timing: 6/5/04

Process: The 10 AL delegates and alternates are elected by the State Committee at a meeting called for that purpose by the State Chairman. Rule 8.3. The state chairman nominates a slate of delegate candidates, which is approved or rejected by the convention. No nominations are accepted from the floor. Delegate Selection Memo.

Step 4 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention. RNC Rule 18(c).

Step 5 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.

Timing: Promptly following state convention.

Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees. RNC Rule 40(a).

Elector Selection

Purpose: To select presidential electors.

Timing: By 10/2/04: Within 30 days of the nomination of the presidential candidate by the national party.

Process: The Presidential nominee of each political party may nominate as many persons to be the candidates of his party for the office of presidential elector as the State is
entitled to. Pa. St. Ann. 25 § 2878.
