Step 1 – Presidential Primary
Purpose: To allocate and bind the national convention delegates and alternate
delegates
Timing: 2/3/04 (MRS 115.755).
Qualifications: Last day to register to vote is 1/3/04.
Step 2 – Local Caucuses
Purpose: To elect delegates to the congressional district and state conventions.
Timing: 02/27/2004: Notice of each local caucus (at least 15 days prior)
03/13/2004: Caucuses (unless otherwise designated by the state chair).
Qualifications: All registered Republican voters who are residents in the relevant
caucus area (Call to the Convention).
Process: Each county committee and its chair is responsible for conducting the delegate selection process in their jurisdiction. Any group of persons who present a list of candidates to be voted on at a local caucus may, upon r quest, be permitted to name an individual to observe the casting and counting of votes (Call to the Convention).
Step 3 – District Conventions
Purpose: To elect national CD delegates and alternates
Timing: 04/09/2004: Notice of each district convention (at least 15 days prior).
04/24/2004: District conventions (unless otherwise designated by the state chair)
Process: Each congressional district convention will elect 3 delegates and 3 alternates to the national convention; will bind those delegates to the winner of the Missouri Presidential Primary; will nominate a presidential elector for the general election; and will consider the draft of the state platform.
Step 4 – State Convention
Purpose: To elect national AL delegates and alternates
Timing: 06/04/2004 – 06/05/2004
06/05/2004, 10:00 am – Deadline for submission of slates to the Nominating Committee (Convention Rules §12).
Process: State convention delegates (i) elect the AL delegates and alternate delegates to the national convention; (ii) select presidential electors to be voted on in the 2000 general election; (iii) ratify the presidential elector selections from each congressional district convention; (iv) nominate a national committeeman and committeewoman to the RNC; (v) and adopt a state platform; (vi) pledge all delegates and alternated to support the winner of the Missouri Presidential Primary on the first ballot at the National Convention (Call to the Convention).
The chairman of the State Convention will appoint a nominating committee. State convention delegates wishing to offer a National at-large delegate slate for consideration shall do so in writing to this committee. Deadlines for submitting nominations to the nominating committee by 10:00 am on June 5, 2004. Incomplete slates will not be considered. All members of each slate must commit to voting for the winner of the MO Presidential Primary. The nominating committee will report out to the full convention all of the slates which are in order. Voting is by slate only, no individuals. The slate which wins the most votes will be elected (Convention Rules §12).
Step 5 – Organizing State Delegation
Purpose: To organize National Convention delegation and choose delegation leadership and members of the Convention Committees from the state.
Timing: Promptly following their election (RNC Rule 40(a)).
Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Step 6 – Certifying Delegates to the RNC
Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.
Timing: 07/31/2004
Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).
Presidential Electors
One (1) Presidential Elector is nominated at each of the CD Caucuses. The two (2) at-large Electors are nominated at the State Convention Meeting (2004 Call to the Convention). The Presidential Electors must be Republican, a resident and legally qualified voter of his or her Congressional District and may not be a Member of Congress, or holding any office of trust or profit, civil or military, under the United States (Convention Rules §15).
