Sorry but that isn't it. I'm going to post another plot element so don't read it if you don't want spoilers (I can't honestly remember when you find this out in the book but just to be on the safe side...)

Possible Spoiler: You eventually come to discover that the judges were actually on the side of liberty and justice (as it were) and the reason they were passing the laws was to "wake up" the populace to the overriding control of the government.
