I have seen many posts and websites that describe how to be a delegate. And we need delegates or Ron Paul cannot win. It is basically a ballot access issue (at least in TN).
One thing to note: every online resource I found was wrong!
Some (the TNGOP bylaws) were 99% accurate, except for the deadline dates. The moral of the story: you need to contact your state GOP and ask them to explain the process.
FYI, here is how it works in TN. Keep in mind that every state is probably very different, as this is based on a combination of rules from the TN Election Commission and the TN GOP:
1. The delegates that will be elected during the primary are 13 statewide (at-large) delegates, and 3 delegates from each of our 9 congressional districts, for a total of 40.
2. To be a delegate, we must obtain a petition from the Coordinator of Elections and collect 100 signatures from registered voters in our district (at-large can collect from any TN registered voter).
3. Delegates must get the approval from the candidate that they are committed to (Ron Paul, duh!).
4. The petition must be filed by Dec 5th.
In addition, for TN we can run 0-6 delegates per congressional district. Since a maximum of 3 delegates will be elected for RP, the extra will be alternates.
After looking at the 2000 primary's ballots for TN (http://www.state.tn.us/sos/election/results/2000-3/rep-del.pdf), Bush had the most delegates running by far. He had 4 in every district. Any surprise he won?
So we need to get delegates for Ron Paul on the ballot for the primary, and we need to do it quick before any deadlines pass.
