Or will they be to out of business to steal from famers? I'm asking because our situation is a bit different from that of Mexico and other communist countries.

they aren't going to take your food. Unless you have a few acres, chances are, they probably wouldn't know you have food and it wouldn't even be profitable to send someone to determine it. You probably would have to worry more about your neighbors. Hell, I grow some stuff in my backyard and I've had plenty of plants stolen. People have routinely raided my basil plant. I don't live in the best area though. It's funny though. If they asked to have some, I would gladly give them some. I have way more that I can use. I even supply the restaurant behind me with herbs.

Grow root crops, potatoes, onions, turnips, etc. as an insurance policy against rip-offs and the like. Don't see too many thieves with a pitch fork and shovel. And if government troops burns your fields you still have a reserve in the ground.
