Bailout questions - Need response please

I've been told and heard rumors of how in the bailout, 100B was to be used at the Presidents discretion, can anyone source this? Also, was the immunity clause for the treasury in the second bailout as well? I need a source for that. And lastly, the rumors of part of the bailout money going to Shanghai, Germany, UK, and Australia, is there anyone that can cite sources for this? I'm in a heated argument and need to create this paper for it. Please let me know ASAP. Thanks.
