He looks like a national socialist type.... except he seems rather lucid, but since he's probably on drugs (alcohol or ecstacy) and yet is calm enough to lay down the law without getting violent, it's hard to say (though ecstacy is not a violent drug at all). Then he dances .

He seems to have a reputation since people walk up to him and know they can yank his beard and give him water without getting hit.
