AIPAC’s political action committee donated a total of $104,000 to Johnson last year, with the majority of payments coming since the start of the Gaza war and after Johnson was elected House Speaker in late October. That’s more than four times the roughly $25,000 the group donated to his last congressional campaign, when it was also his top donor, as The Intercept previously reported.

It was reported that AIPAC was going to increase pressure on the House Republicans to pass the Israeli aid bill. This came after leaders were set to meet with AIPAC.

House Speaker Mike Johnson has so far resisted bringing a $95 billion foreign aid bill to a floor vote. That bill, approved by the Senate last month, would support Ukraine in its efforts to repel Russia’s invasion, and send $14.1 billion to Israel, which is fighting against Hamas in Gaza and Hezbollah on its northern border. House Democrats voted against Johnson’s stand-alone $17.6 billion Israel aid bill, introduced last month. It was dismissed by the White House as a “ploy” to bypass aid for Ukraine and avoid a compromise on immigration.

“The priority lobbying message will be to House Republicans to urge their leadership to urgently pass a bipartisan emergency funding bill for Israel without conditions and that can be signed into law by the president,” says an AIPAC spokesperson. GOP lawmakers have blocked the legislation due to disagreements regarding Ukraine and immigration reform.

The Biden administration has not specifically identified publicly what it hopes to achieve in Ukraine beyond ensuring Russia doesn't win the war or succeed in taking territory. Republicans particularly have repeatedly asked for such a plan to ensure the U.S. doesn't end up in another "forever war."
